Welcome to The Phoenix Residence

The Phoenix Residence, Inc is a nonprofit organization founded in St. Paul, Minnesota in 1974 by Margaret Ludden, a parent of a son with disabilities. Margaret formed a coalition of parents like her that had grown children with developmental and physical disabilities.

Our goal is to assist the individuals we support to be as independent as possible through daily programs and getting out into the community.

We have two openings. One is at our Foss home in Saint Paul and the other is at our Howard home in Maplewood. Both of them are 6-bed ICF/DD homes north of Hwy. 94 and provide 24-hour awake staff with on-call nursing consultation.

Our staff are trained in daily cares, CPR, first aid, and medication passing.

REMINDER: To be able to utilize ICF/DD services, an individual must:

  1. Have a diagnosis of DD or a related condition (e.g. Autism, Cerebral Palsy)
  2. Require 24-hour services
  3. A person would need to be screened as eligible for ICF level of care by their Case Manager.
  4. Case Manager needs to complete a screening at the time of admission. This is often also assessed as a part of a person’s MN Choices Assessment and indicates whether they are eligible.
